Office of Judicial Administration

​The Office of Judicial Administration implements the rules and policies of the Supreme Court as they apply to the operation and administration of the judicial branch.



About the Office of Judicial Administration

The Office of Judicial Administration provides a broad range of legal, financial, technology, management, administrative, and program support services to state courts. The office is responsible for carrying out Supreme Court policies, as well as state statutes that relate to state expenditures for district court operations. Other duties may be prescribed by law or specified by the Supreme Court.

The duties delegated to the Office of Judicial Administration by the Supreme Court include:

  • fiscal operations

  • personnel management

  • education and training

  • public information

  • trial court support

  • statistical reporting

  • access to justice grants

  • child support guidelines

  • dispute resolution
     

Fiscal office

The Office of Judicial Administration administers budgeting, payroll, asset management, debt collection oversight, the centralized court payment center, and general accounting for the judicial system. The budget and fiscal group keeps financial records and reports these to the Supreme Court and other state-level administrative departments.
 

Human resources management

The Office of Judicial Administration manages the judicial branch statewide human resources system.
The human resources department:

  • recommends policies and procedures to the Supreme Court and implements approved policies;

  • establishes and maintains position classifications;

  • maintains personnel records;

  • develops and implements court personnel rules;

  • trains and counsels managers and supervisors about laws, regulations, and policies affecting human resources; and

  • ​works closely with the accounting department on payroll and budgeting.
     

Public information

The public information office develops and coordinates communications, public education, and information programs to promote better understanding of the judicial branch, its courts, and its operations.
 

General counsel

The general counsel oversees several staff attorneys and a district court clerk specialist who help the appellate and district courts with a variety of legal issues. Staff attorneys:

  • represent judges and employees in work-related litigation;

  • review contracts for goods or services;

  • help with personnel issues that require legal assistance;

  • review and summarize legislative bills;

  • help implement new laws;

  • provide legal counsel for various committees.

In addition, legal staff research and provide recommendations on any subject as requested by the Supreme Court or judicial administrator.

 

Case management statistics

The Office of Judicial Administration collects, analyzes, and disseminates court caseload statistical information.
These reports cover:

  • caseload by type;

  • trends in filings and terminations, and the age of pending cases;

  • caseload projections; and

  • court personnel needs based on weighted caseload studies.

The clerk of the district court in each county is responsible for accurate and timely reporting of all cases. The Office of Judicial Administration provides detailed instructions and conducts periodic training to explain reporting procedures, answer questions, and solve problems.
