Internal Operating Guidelines for the Judicial Branch Education Fund

A. Expenditures
Expenditures for the purposes of the Fund will be made on vouchers prepared by the Office of Judicial Administration and signed by the Chief Justice or by the Judicial Branch Fiscal Officer. All individual expenditures from the Fund must be pre-approved by the Chief Justice or a person or persons designated by the Chief Justice.
B. Outside Sources, Grants, Etc.
The Office of Judicial Administration shall explore possible sources for additional outside funding, grants, etc., for which the Chief Justice may apply to receive and accept moneys to meet the purposes of the Fund. The Office of Judicial Administration shall periodically report the availability of such sources to the Supreme Court in a continuing effort to avoid the fiscal elimination or cutback of essential Judicial Branch education and training services.
C. Reports
The Office of Judicial Administration shall prepare at least one annual report to the Supreme Court concerning the activities of the Fund, its expenditures, its effectiveness, resources which are available, proposed program developments, and such other matters as it would bring to the attention of the Supreme Court concerning the Fund. The annual report for the preceding fiscal year shall be submitted by August 1.
D. Guideline Review and Revision
These guidelines may be revised and amended by the Supreme Court at any time. The guidelines shall be reviewed at least annually by the Office of Judicial Administration, and suggestions for amendments, supplementation and revision shall be submitted by the Office of Judicial Administration in its annual report and at other times when the Office of Judicial Administration deems them appropriate.
