Gary W. Rulon was born in Manhattan, Kansas, and educated in the public schools of Topeka. He is a graduate of Topeka High School and Washburn University of Topeka, receiving his BA degree in 1969 and his law degree in 1971. Rulon served as a Third Class Petty Officer in the U.S. Navy Seabees and was stationed in the Far East including Viet Nam. Rulon was in private practice in Emporia from March 1972 until December 1979, at which time he left to become a staff attorney of the Central Staff of the United States Court of Appeals for the Tenth Circuit in Denver, Colorado. He served in that capacity from January 1980 to August 1980. Rulon returned to private practice in Emporia from September 1980 to January 1981 when he became administrative judge of the 5th Judicial District of Kansas, consisting of Chase and Lyon counties. He remained in that position until his appointment in 1988 to the Court of Appeals. He was appointed Chief Judge in January of 2001.
