Stephen D. Hill was born in Fort Scott, Kansas on December 18, 1950. He attended public schools in Wichita until he graduated from Wichita Heights High School in 1968. After high school, Hill attended the University of Kansas and received a B.A. degree in English in 1972. After college he attended Washburn University of Topeka School of Law and received a J.D. degree in 1975. Hill was admitted to practice law in Kansas in 1975. Since then, Hill has been admitted to practice in the federal courts in Kansas and the United States Supreme Court.
