Honorable Caleb Stegall
Judge of the Court of Appeals 2014 -

Caleb Stegall was born September 20, 1971, in Topeka, Kansas. He graduated from Lawrence High School in 1989, and in 1993 he received a Bachelor of Arts, with honors, in English Literature from Geneva College in Beaver Falls, Pennsylvania. He earned his Juris Doctorate in December 1999 from the University of Kansas School of Law, where he served on the Kansas Law Review; was awarded the William L. Burdick Prize, given to the top student in his or her class; and graduated Order of the Coif.

On August 20, 2013, Gov. Sam Brownback nominated Judge Stegall to the newly created 14th position on the Kansas Court of Appeals. On September 4, 2013, pursuant to changes in the manner Court of Appeals judges are selected, Judge Stegall became the first judge in Kansas to be confirmed to the bench by the Kansas Senate. He was sworn in on January 3, 2014.

Prior to joining the Kansas Court of Appeals, Judge Stegall served as chief counsel to Gov. Brownback, where he was the top legal adviser to the Kansas executive branch and oversaw the work of more than 100 executive branch attorneys in the legal departments of 13 cabinet agencies.

Upon his admission to the bar in 2000, Judge Stegall served as a law clerk to the Honorable Deanell R. Tacha, chief judge of the Tenth Circuit U.S. Court of Appeals. He then joined the Topeka office of the Foulston Siefkin law firm, where he practiced in the areas of commercial, tort and appellate litigation.

In 2005, he formed the law firm Stegall & Associates in Perry, Kansas, which he managed until joining the Brownback administration in 2011. Recognized by U.S. News & World Report as one of the top firms in Kansas, Stegall & Associates specialized in complex constitutional and commercial litigation. During this period, Judge Stegall handled a variety of highly visible matters of significant public concern, including successfully representing a number of American missionaries who were charged with serious crimes in Haiti following that country's devastating earthquake in 2010. For his work on behalf of the missionaries, Judge Stegall was awarded the Kansas Bar Association's 2010 Pro Bono Certificate.

Additionally, from 2009 to 2011, Judge Stegall served as the elected County Attorney of Jefferson County, Kansas. As the lead prosecutor and chief law enforcement official of Jefferson County, Judge Stegall oversaw a full-time staff that actively managed a yearly caseload of hundreds of felonies and misdemeanors. Judge Stegall personally handled the most serious of these, including prosecuting cases of murder, rape, crimes against children, drug manufacture and distribution, and white collar financial crimes.

Judge Stegall and his wife, Ann, have been married for nearly 20 years. They have five children—Simon, Jacob, Ethan, Theodore and Quentin. Judge Stegall and his family are members of Grace Evangelical Presbyterian Church in Lawrence, Kansas.
